The disagreements no pending file acknowledges — what actually fails the gate.
A gated probe may move in a PR in one of two ways: the PR regenerates
design/greenfield-status.md itself (the original mechanism, still valid for
a change that carries no increment), or the PR’s design/pending/<slug>.md
names the probe in its probes key and leaves the table alone. The second
keeps the acknowledgement in review — a probe still cannot move silently —
without every probe-moving PR editing the same shared rows, which is what
made this table the repo’s most-conflicted file. The stamp then rewrites the
gated rows on main in merge order (refresh_gated_rows).
