#2036: every member program names through a namespace import
(import * as ns, import type * as ns), sorted and deduplicated. A
member the target module does not export is a TS2694/TS2339 that
tsc would report (Namespace 'handlers' has no exported member), which
unbound_names cannot see: the namespace itself is bound. Checking it
needs the target module too, so a caller pairs this with
module_exports. Opaque text is not searched for uses.
